Limitation of the Publish send to the server
Only one publish in the queue at the same time for a session
If is made in the thread PublishingThread
The idea is to send a publish only if if (pSessionClient->GetPendingPublish()==0)
This can works but need to be validate by customer. So we are waiting for more feedback
